Nabil Fahmy, Secretary-General of the League of Arab States, affirmed in an open dialogue within the proceedings of the third session of the Cairo Forum that dealing with the crises witnessed in the region requires going beyond their direct manifestations to addressing their root causes, foremost among them weak institutions and the accumulation of political, economic, and social challenges, stressing the importance of transitioning from managing the repercussions of crises to adopting proactive approaches that prevent their recurrence.

Fahmy addressed the most prominent challenges facing the Arab region, ways to enhance security and stability, and the role of joint Arab action in dealing with regional and international transformations.
Fahmy pointed out that the Palestinian issue represents a real test of the credibility of the international system, in light of the continued double standards and Israeli violations of the rules of international law, affirming the necessity of ending the occupation and establishing an independent Palestinian state. He also stressed the importance of preserving the unity of Arab states and their sovereignty and territorial integrity, and supporting their national institutions as a fundamental pillar for achieving security and stability.
The Secretary-General explained that the concept of Arab security is not limited to military considerations, but also includes political, economic, social, and developmental dimensions. In this context, he touched on the crises and instability witnessed in Syria, Sudan, Lebanon, Yemen, and the Arabian Gulf region, affirming the importance of strengthening cooperation and integration among Arab states, and establishing balanced relations with neighboring countries based on respect for sovereignty and non-interference in internal affairs, as well as openness to the world on the basis of parity and common interests.

The Secretary-General concluded by affirming that the integration of Arab positions and the strengthening of joint action represent a fundamental entry point for increasing the ability of Arab states to influence regional and international developments, and to move from dealing with events to active participation in shaping them, expressing his hope that the Cairo Forum will contribute to crystallizing visions and practical proposals that support decision-making and help transform ideas into actionable steps.
